To help those individuals and their families, the federal government created two separate programs: The World Trade Center Health Program (WTCHP) and the Victim Compensation Fund (VCF). Both programs help victims of 9/11 (one program providing health coverage and the other providing cash compensation), including financial services and all other workers in Downtown Manhattan.

The WTCHP gives eligible financial services workers (and all other Downtown workers) a lifetime of free healthcare and medical monitoring. All 9/11-related illnesses can receive treatment free of charge at any of the Clinical Centers of Excellence in New York and New Jersey, or by visiting a doctor or treatment center in the nationwide network of providers.

The VCF gives financial services and other Downtown workers who got sick after  9/11 payment of financial compensation for pain and suffering, the cost of medical expenses, and lost wages. As with many programs run by the federal government, it’s a time-consuming and complicated process to receive VCF compensation, which is why the majority of 9/11 survivors and the families who lost loved ones are represented by an experienced 9/11 attorney.

Who Can Receive Help?

Applying for the WTCHP and VCF

To get your application approved by the WTCHP, you must establish your presence in this Exposure Zone between 9/11/01 and 07/31/02. You must also have a 9/11 related medical illness, cancer, or disabling respiratory condition. The WTCHP Exposure Zone runs south of Houston Street and any block in Brooklyn within the 1.5-mile radius of the World Trade Center site. This includes much of Brooklyn Heights.

Once the WTCHP approves your application and certifies your illness or medical condition, we can then continue to seek compensation from the VCF. Getting a financial award from the VCF is more difficult than getting approved to be a part of the WTCHP. Getting approved by the VCF requires having a WTCHP certified medical condition, as well as Proof of Presence in the VCF Exposure Zone. The VCF Exposure Zone is smaller than the WTCHP Exposure Zone. To show Proof of Presence, you must have worked or simply been present in the 9/11 VCF Exposure Zone any time between 9/11/01 and 05/30/02.

Generally, the 9/11 Exposure Zone includes the Pentagon, Shanksville, PA, the World Trade Center area plus all of Downtown Manhattan below Canal Street, west to the Hudson River, and east below Clinton Street to the East River. In addition, the Exposure Zone includes the Fresh Kills Landfill on Staten Island, the route trucks and barges that travelled to remove 9/11 debris, places where emergency vehicles were cleaned, and the New York City Morgue.
