Do You Need to Be in New York or Ever Come Into Our Office to File a 9/11 VCF Claim?

No. You do not need to be in New York, and you never need to set foot in our office, to file a claim for compensation with the September 11th Victim Compensation Fund (VCF). If you or a loved one were present at a crash site or in the NYC Exposure Zone during the covered period and later developed a 9/11-related physical condition, you may be entitled to compensation for both economic and non-economic losses. We can handle the claim with you from wherever you live now.

That is not a small point, because the population these programs serve has scattered across the country in the twenty-five years since the attacks. Our firm has represented 9/11 responders and survivors since 2001, and we built our practice around that reality. You can electronically sign our retainer and other firm documents when permitted. A dedicated case manager walks you through the entire process. Any VCF form that requires a handwritten or original signature is mailed or delivered to you with clear instructions and a self-addressed, postage-paid return envelope. We are happy to see you at our office. It is simply never necessary.

Do You Need to Live in New York to File a 9/11 VCF Claim?

You do not need to live in New York to file a 9/11 VCF claim, and living outside the state or outside the country does not by itself prevent you from filing. Eligibility turns on where you were during the covered period and whether you meet the other claim requirements, not where you live today. Plenty of the people downtown in 2001 were never New York residents at all: visitors, commuters, students, and responders who traveled in from other states to help. The government's own enrollment numbers show where the 9/11 community lives now. The WTC Health Program reports members in every state, about one member in three lives outside New York State, and 1,359 members live outside the United States. A VCF claim still requires proof of presence, an eligible 9/11-related physical condition, and timely registration under the VCF's deadlines policy. For most people certified by the WTC Health Program, the registration period is measured from the date of the most recent certification. Figure 1 shows the largest out-of-state communities.

Currently enrolled WTC Health Program members in the nine largest states outside New York, from the External Quarterly Program Summary for June 30, 2026. New York remains home to 95,283 members. The report counts about 144,000 members living in the United States and its territories, plus 1,359 living outside the United States. Data are preliminary and subject to revision.

Understanding the 9/11 Exposure Zone vs. Where You Live Today

In the aftermath of the attacks, toxic dust and debris from the collapse of the Twin Towers settled over lower Manhattan and beyond, into offices, apartments, schools, and building ventilation systems, and it stayed in the air for months while people went back to their lives. The location that matters for a VCF claim is where you were then, between September 11, 2001 and May 30, 2002, not where you live today.

The VCF's NYC Exposure Zone is the area of Manhattan south of the Canal Street line, which runs along Canal Street from the Hudson River to East Broadway, north on East Broadway to Clinton Street then to the East River. The Pentagon, Shanksville, debris-removal routes, barge-loading piers, and Fresh Kills landfill have their own location, activity, and date requirements. The WTC Health Program also has its own exposure-duration rules, which are different from the VCF rules. We sort out which standard applies so you are not left trying to reconcile two federal programs on your own.

Who Can File a VCF Claim From Outside New York?

Yes. Responders, downtown workers and commuters, students, residents, visitors, and others who were present at a crash site, in the NYC Exposure Zone, or at another covered location on 9/11 or during the covered aftermath period may pursue a claim from wherever they live today, provided they meet the VCF's other requirements. Eligibility is not limited to people who were in lower Manhattan or later moved away.

The kind of proof depends on why you were there—work or responder records, school records, residential records, or other contemporaneous evidence may help establish presence. The VCF's Interactive Presence Guide identifies the documents that fit different circumstances. When traditional records did not survive, the VCF's Victim Presence Statement and Witness Presence Statement forms may help fill the gap. We help locate the strongest available proof, contact employers, schools, or other institutions when appropriate, and prepare the forms with you. None of this requires you or your witnesses to be near New York.

The Health Program Treats You Where You Live Now

Compensation is only half of what you may be entitled to. The WTC Health Program provides monitoring and medically necessary treatment for certified 9/11-related conditions at no out-of-pocket cost, subject to the Program's rules. Members outside the New York metropolitan area receive care through the Nationwide Provider Network (NPN), a network of participating providers across all 50 states and U.S. territories. NPN members receive the same Program benefits as members treated through the New York-area Clinical Centers of Excellence. As of June 30, 2026, approximately 24,900 members were assigned to the NPN. That nationwide community includes responders who traveled to help, downtown workers and commuters, students, former residents, visitors, and others whose lives later took them far from New York. The Health Program covers care within the United States and its territories; separate VCF procedures may apply to claimants who live abroad. Figure 2 shows that out-of-area enrollment is not a leftover from the past. It continues to grow.

Figure 2: New members by where they lived at enrollment, inside as compared to outside the New York metro area. New WTC Health Program members by their location at the time of enrollment, inside as compared to outside the New York metropolitan area as the Program defines it, responders and survivors combined, from the External Quarterly Program Summary for June 30, 2026. Consistent reporting begins with 2022, the first full year of the Program's current application system. Data are preliminary and subject to revision.

Roughly one new member in four now enrolls from outside the New York metro area, and 2025 was the remote population's biggest year on record, 2,520 people. Every one of them dealt with a New York-centered program from somewhere else. That is exactly the situation our practice is built for.

How We Handle Your Claim Without an In-Office Visit

At Hansen & Rosasco, LLP, we have been handling VCF cases since the beginning, and we have streamlined the process so you never need to physically come into our office. From the day you sign up, you are assigned a dedicated case manager who helps you through the entire process, from the first eligibility conversation to final payment. Your case manager is available by text, email, fax, phone, or video chat, whichever works best for you. Our retainer and other firm documents can be signed electronically. We take your history, gather your presence and medical documentation, help coordinate WTC Health Program certification, and submit your claim through the VCF's online claims system. You are never left wondering who to call, because the answer is always the same person.

Will You Ever Need to Sign or Send Original Documents?

The VCF does not accept electronic signatures on its forms and documents. That does not require an office visit. When a VCF form needs your handwritten or original signature, we mail or deliver the completed form to you with clear signing instructions and a self-addressed, postage-paid return envelope. You sign where marked and send it back. We then upload the signed document to the claim or retain the original when the VCF's rules require us to do so. Electronic signatures remain available for our own retainer and other firm documents when permitted. If the VCF asks for something you do not have, your case manager helps determine whether another form of evidence can establish the same information.

What If You Are Filing on Behalf of a Family Member?

Claims on behalf of another person, including wrongful death claims for a family member who passed away, take additional documentation because the person filing must establish legal authority to act for the claimant, typically through Letters of Administration, Letters Testamentary, or another court decree. The VCF generally does not require the original court documents, so copies can be submitted remotely. A deceased claim carries its own registration rules and deadlines under the VCF's deadlines policy, so acting promptly matters even decades after the attacks. We work with families across the country on deceased claims, and the courthouse documents, certifications, and signatures move by mail and electronically in the same coordinated process.

What If Your Claim Needs an Appeal Hearing?

Some claims end up needing more than paperwork. If the VCF's decision on eligibility or compensation should be challenged, its appeal process runs on strict clocks: the Appeal Request Form is generally due within 30 days of the decision letter, and the complete Appeal Package is due within 60 days. Distance changes none of it. The VCF allows appeal hearings to take place remotely by Zoom. We prepare with you by Zoom or Microsoft Teams and appear with you at the VCF's Zoom hearing, wherever you are. The hearing is non-adversarial, but testimony is under oath, and careful preparation matters. A claimant in Florida, Arizona, or overseas can participate remotely with the same preparation as someone who lives a few blocks from our Long Island or one of our NYC offices.

Do You Need a Lawyer to File a VCF Claim?

You do not need a lawyer to file a VCF claim; you have the right to file on your own. But the process has more moving pieces than it first appears, especially with a 9/11-related cancer, a serious condition, or the loss of a loved one: certification, presence proof, registration deadlines, the economic and non-economic loss case, and amendments as your health changes. No attorney can guarantee an award. What an experienced 9/11 attorney does is make sure your claim is thorough, complete, and argues for the maximum award that your facts and the law support, and that nothing is lost to a missed deadline. There are no upfront costs, and we only get paid the statutory 10% fee if you receive an award.

How Hansen & Rosasco Can Help Wherever You Live

No matter where you live, in New York, in another state, or in another country, you do not have to travel to be fully represented. Our attorneys can determine whether you may qualify, gather and organize the documentation, help you pursue WTC Health Program certification, file your claim with the VCF, and stand with you through an appeal, all remotely, with one case manager guiding you the whole way. If you were exposed in the aftermath of the attacks and later developed a certified 9/11-related physical condition, you may be entitled to compensation no matter where life has taken you since.
