On September 11, 2001, a plume of toxic dust blanketed Lower Manhattan after a terrorist attack collapsed the World Trade Center towers. In 2010, following a bipartisan effort that lasted for several years, Congress approved the James Zadroga 9/11 Health and Compensation Act. The Act consolidated existing health care and medical monitoring programs into a new program known as the World Trade Center Health Program. It also reopened the September 11th Victim Compensation Fund (VCF) with new eligibility criteria, filing deadlines, and limited funding. In slightly more than a decade, this Act has been reauthorized, including permanent reauthorization in 2019.
